When you add a new site (a blog) and select the "BlueView" theme, the basic theme is created instead.
I can reproduce this bug. The actiontab theme does not seem to work either. --liw
This last-minute bug has been fixed. Thank you for reporting it!
By the way, you can change the theme a site uses by going to Preferences -> Setup and entering the name of the theme (ie, "blueview") in the Theme text box. --Joey
